CALL FOR BIDS - PUBLIC WORKS IMPROVEMENT
Sealed bids for the Main Avenue At 9th Street Safe Routes To School Project will be received by the Public Works
Director at 2:00 PM, local time on October 5, 2023 in the City of Warrenton Commission Chambers, at which time
and place they will be publicly displayed and read aloud. No bids will be accepted after this time.

SAFE ROUTES TO SCHOOL PROJECT

PROJECT DESCRIPTION
The intent of this contract is to construct pedestrian walkways, a Rectangular Rapid Flashing beacon and related
improvement along Main Avenue between 9th Street and 10th Place. All improvements will be constructed to the
current City standards.

The following is a brief summary of the major elements of Work that are to be provided by the Contractor.

1. Removal of existing pavement, sidewalks, curbs and other obstructions.
2. Installation of stormwater drainage system including pipe, and inlets/catch basins.
3. Installation of stormwater treatment facilities including a water quality filter strip.
4. Construction of new curbs, sidewalks/ walkways, driveways and ADA ramps.
5. Street reconstruction (excavation, aggregate base and asphaltic concrete paving).
6. Install pavement markings and legends.
7. Install Rectangular Rapid Flashing Beacon System, including signage.
8. Provide and monitor temporary traffic control.
9. Provide and monitor erosion control.
10. Landscaping

Project Substantial Completion shall be:
· Substantial Completion of Flashing Beacon: 180 days from Notice to Proceed
· Project Final Completion shall be 210 days from Notice to Proceed

All bidders shall comply with the provisions of ORS 279C.800-870 [workers on public works to be paid not less than
prevailing rate of wage for projects over $50,000.00]. Contractors submitting bids are required to be registered with
the Construction Contractor’s Board and comply with applicable parts of ORS 279C.

Bid security in the amount of not less than Five Percent (5%) of the bid must accompany each bid in accordance
with the Instructions to Bidders. The Owner reserves the right to reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding of the
Owner that it is in the public interest to do so in accordance with ORS 279C.395. The Owner reserves the right to
waive any bid irregularities or informalities.

No bidder may withdraw or modify the bidder’s bid after the hour set for the opening thereof, until after the lapse of 30
days from the bid opening.

This project is funded in part with a financial award from ODOT’s Safe Routes to School Construction Funding
Program.
