Due to the inclement weather, the City of Warrenton is allowing for additional site visits, as weather allows, next week (March 4th - March 7th).  Please contact Greg Shafer, gshafer@warrentonoregon.us to schedule.  Pursuant to OAR 137-049-0250, the City will not issue addenda less than 72 hours before bid closing.  As such, written questions received after 3:30 p.m. today, March 1st 2024, will not be answered.

Public Works Office Roof Replacement: Work Site Examination

In response to Planholder requests, the City of Warrenton is providing an additional opportunity for Planholders to examine the work site prior to bid submittal.  The Public Works office will be available for examination on Friday 3/1/24 from 10:00 a.m. – 11:00 a.m.     

Please note that no questions will be answered during this site visit.  All questions must be submitted in writing to gshafer@warrentonoregon.us, and answers will be shared with all Planholders via addendum.

Public Works Office Roof Replacement

PROJECT DESCRIPTION
The intent of this contract is to replace the existing metal roof at the City of Warrenton Public Works office which is about
(40’ x 96’) and located at 45 SW 2nd St., Warrenton, OR 97146. The following is a brief summary of the major elements of Work that are to be provided by the Contractor.

  1. Remove existing metal roof panels and dispose of legally offsite.
  2. Remove existing underlayment, insulation and vapor barrier and dispose of legally offsite.
  3. Existing gutters and downspouts will remain in place and be re-used.
  4. Reuse existing roof vents and add additional roof venting as required by building codes.
  5. Install mechanically new metal flashing at the eaves and the rakes.
  6. Install new underlayment, insulation and vapor barrier.
  7. Mechanically attach new panel roof system according to manufacturer specifications.
  8. Removal of existing insulation and install new R-15 insulation along the walls above the drop ceiling above office spaces, kitchen, and restrooms. New insulation to be sealed to existing, lower wall insulation using appropriate vapor barrier tape.
  9. Remove approximately 25’ of siding from the north and south sides of the parts room. Mark individual panels in a manner which will allow them to be reinstalled to their original locations.
  10. Remove existing insulation against drop ceiling above office spaces, kitchen, and restrooms.
  11. Install new R-49 insulation against drop ceiling above all office spaces, kitchen, and restrooms.

Project Substantial Completion shall be June 3, 2024 and Project Final Completion shall be June 28, 2024.

A Mandatory pre-bid meeting will be held on February 14, 2024, at 10:30 AM, local time, at Warrenton Public Works office, 45 SW 2nd St, Warrenton, OR. 97146. Bids will be accepted only from bidders attending the pre-bid meeting. If a bid is submitted by a contractor having not attended the pre-bid meeting, it will not be accepted and will be returned unopened. A project site tour will follow the pre-bid meeting.

Any bids received after the above specified time will not be considered. The carrier, including the United States Postal Service, is considered an agent of the bidder.

Solicitation Documents may be viewed on the City of Warrenton Website at https://www.warrentonoregon.us/rfps. Documents are available at no charge via electronic format (PDF).

Bids will be publicly opened and read by the city at 2:00 PM, local time on March 7, 2024 in the Warrenton City
Commission Chambers. All bids must be accompanied by a certified check, a cashier's check or bid bond in an amount equal to at least 5% of the total bid.

If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870. The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq).

Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor’s Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.055.

Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public works in
Oregon.
